Deborah & Barak (Judg 4:3, 4:23–24, 5:31) — the verb yashaʿ is used of their deliverance.
Gideon (Judg 6:14, 36–37; 7:2, 7) — God commissions him with “save (hoshaʿta) Israel from Midian.”
Jephthah (Judg 10:13; 11:9, 30) — his negotiations center on saving/delivering Israel.
Samson (Judg 13:5) — foretold that “he will begin to deliver (lehoshiaʿ) Israel from the Philistines.”
Saul (1 Sam 9:16; 10:19; 11:3, 13) — chosen “that he may save (hoshiaʿ) my people from the Philistines.” After Jabesh-Gilead, Saul is credited: “Today the LORD has wrought salvation (teshuʿah) in Israel.”
David (2 Sam 3:18) — “By the hand of my servant David I will save (hoshiaʿ) my people Israel from the Philistines.”
Kings generally — sometimes described with yashaʿ, but always with the understanding that YHWH is the true savior. For example, Hezekiah’s story in 2 Kings 19 uses hoshiaʿ in prayer for deliverance from Assyria.
