Rulership has several ..
ṣāḇā is not war, it is something short of war:
Num. 31:14 And Moses was angry with the pāqaḏ of the ḥayil, the śar of thousands and the śar of hundreds, who had come from ṣāḇā milḥāmâ.
ṣāḇā is a subset within Israel
Num.31:27 divide the plunder into two parts between tāp̄aś milḥāmâ tāp̄aś [those who took war to them] and ēḏâ. 28 And levy for the Lord a tribute from the*'ĕnôš* milḥāmâ who went out to ṣāḇā (n.) one out of five hundred, of the people and of the oxen and of the donkeys and of the flocks.
Deut 1:41-42
"We have sinned against the LORD. We ourselves will go up and lāḥam, just as the LORD our God commanded us.’ And every one of you fastened on his weapons of milḥāmâ and thought it easy to go up into the hill country. 42 And the LORD said to [Moses], ‘Say to them, Do not go up or lāḥam, for I am not in your midst, lest you be defeated before your enemies.’
