angareuō (G29) Conscription to the second mile. Matthew 5:41 (part of anti-retaliation discourse following the beatitudes), Obligation was upon non-Military animals, not people. It probably happened, which is why this restriction was in place, but it was considered something like robbery. It would have been doubly humiliating, not only were they by law supposed to be paid, they were doing the work while it should be done by their livestock.
